Competition rules are nightmares to frame properly sometimes, because there's always the 'what if'. I would allow the draws this week and then ban them, for your convenience.
As you could have a situation where someone backs QPR for a draw this week, but names Leeds as the draw, and then backs QPR to win or draw next week and then they've used the same team twice if you get me, two weeks running, but not named QPR twice in a row. I know what you're trying to avoid, people backing Newcastle every week for example.
