I thought 'Q' plates were insurance write offs that had been rebuilt & put back on the road?
Over here, I have the option for QPR FC UK for about 150 quid.
Basically, you can request any variation you would like as long as it conforms to the regulations & is not offensive for $200CDNMinds Are Like Parachutes.

Generally the Q prefix denotes a vehicle not UK registered - with rebuilds it is because there are so many reused pattern parts that they come from different stock and the "vehicle" is not recognised as a specific registered shell. Kit cars also carry the Q prefix for the same reason.
Once the vehicle has been classified as "kit" - (many separate pattern parts fused together) the DVLA provides a Q prefix that must, by law remain with the vehicle to identify that it's origin is unknown and or uncertain.
