110 per cent commitment and stonewall penalties

Two questions while we wait for news of our latest signings:

1. How is it possible for a player to give more than 100 per cent commitment when per cent means out of a hundred?

2. Why do all the pundits on Sky refer to a stonewall penalty as if stonewall actually means something?
