Let's make this clear once and for all.
Hoilett, as free agent (ie he is a free man as his old contract with Blackburn expired 3 weeks ago), can sign with whom he wants for zero upfront fee. There isn't a fee because he is a free man.
The only negotiation is how much compensation we pay Blackburn as he is under 23.
There is a possibility that we value him at less than what Blackburn are saying they want and perhaps we are "concerned" that if a Tribunal will mean we have to pay £6m, perhaps we don't value him at that...This could be the reason for the delay. Most likely is that most have just arrived back in the UK and want to check out his medical and finalise the deal face to face.

I think Rich is trying to say that if there is a possibility that the tribunal are going to say the club has to pay 6 million in compensation then the club might want to look elsewhere. As indicated before nobody seems sure what happens if a player wants to move but nobody wants to pay the compensation.
