Absolutely.

The recent interview showed his english isn't up to him being made captain. Also I don't think it suits his personality. He's captain of SK because he was at Man U and the SK fans would therefore expect it due to his popularity (same as we did with David Beckham).

Cisse is by far the best choice. Great english, strong personality, well respected, champions league winner, will no doubt be playing (red cards excepted!), says all the right things both on and off the pitch, recognises his role as an ambassador of the club when at PR events (recent Caterham video) or on Twitter (reaction to the fans when sent off) etc. etc.

the armband shouldn't be given to Park at least for a year in my opinion.
Park commanding his teammates when he doesn't know much about them? I think it's kinda unfair for players who already have been in the club
for long time. it's better we look for someone who understands players,tactics,etc.
