The only thing I can say and hope for, is this. If Mark Hughes didn't think he could get top players in I don't think he would have taken the job, because it would only "damage" his CV.
It has been hinted at that this appointment was all set up weeks before it was announced,
and if that was the case I'm sure MH would have made a few discreet calls to possible targets asking whether they would be interested.
Finally if he can't bring in some (much needed) major quality players, then imo Neil Warnock should not have been sacked, and Tony and Phil should have checked that he had the pulling power to do this.
Because they are the ones telling us that's what we're trying to do, and how ambitious we are.
