Who knows, this could all be a made up ploy to make any English based clubs offer a better wage deal. Afterall, it was only recently he apparently wanted to stay in London becasue his family was really settled. Does that mindset change in a few days, not really.
Yes he could've been offered silly money elsewhere, but he may actually want to stay in the best league in the world on excellent money, rather than go to a weak league on silly money.
He could've seen what's offered abroad and if he does really want to stay, his agent could be spreading the info he's planning on leaving England so any English clubs who want a top class CB on the cheap will have to make the wages really worth his while.... and some would.
Until he physically signs for a foreign club, i would still think this one may have some legs, even if it could all be true in which case we would have no chance....
