I'm sure there have been preliminary discussions with clubs, and with their permission, players' agents. Bassong being a prime example, as we all know it was nailed on in August, if Spurs got Cahill. as that didn;t happen it fell through, but i'm sure Neil has spoken to HR recently if he's still interested.
That as an example even if provisionally arranged would never happen until Spurs get a CB themselves.

Anyway, that was only suggested as an example of how any discussions could have progressed with a club / player but it doesn't mean signings will happen on day 1 as in many cases it will be like a chain when buying a house. The seller may agree to sell, but you don't move in until they have somethign else sorted for themselves.
