Totally agree, why should some get away with it because there superstars, and others get punished. Should be completely open and no testing.

You're right that it would be fairer in a sense. But the problem is that you'd get loads of kids who'll never make it anywhere near the top doing themselves a lot of damage, trying to compete. You can say that it happens anyway, but it would be a lot worse.
