Become an established Premiership club, provide a tidy new ground with decent facilities (or just the ability to seat someone over 5 foot tall in reasonable comfort) and I don't think it's unrealistic to expect 25k crowds! The fan base will grow purely because of Premier League status.
Everything you said sums it up perfectly for me. Leaving all else aside the mere fact we're now playing to audiences of billions means our potential has risen.
