I don't really see how there is any basis on which to ban him whatsoever, I am suprised there has even been a discussion about it.

Does he post rumours? yes but so do others with about as much accuracy,

Has he been abusive to other posters? not that i have seen

Is he disruptive to the general well being of the community? possibly but only because other posters respond and ask him for more information, you would do as well to ban them as ban DV

Its fairly easy to identify his threads and really easy to avoid clicking on them so anyone who doesnt want to get involved doesnt need too.
