in the Mail says West Brom are to table a bid.

Don't like to question Pete's sauce but if Graham really was in the bag wouldn't the board announce it at the same time as season ticket prices and the Mittel disaster - I mean, you don't need to be an expert in PR to realise that even for people who care as little for the fans as Flavio and Bernie that if they want to shift some tickets they need to show the fans some product.
