Is it possible this is one last throw of the dice from the Mittals
My question, given that Flabby is clearly still right up there with Ecclestone (and GP remains in situ) - How the fark do the CLub pass the fit and proper persons test so stringently applied in the EPL?

Ecclestone is the majority shareholder ergo the defacto owner. He "bought" Briatore's shares when the FL were on the brink of having a right thorough look into the "fit and proper" tests. Ecclestone passes the fit and proper test for the PL. Paladini isn't an owner, he's an employee.
Bigger picture, from my understanding, probably involves an element of land speculation. No idea whether any of that speculation is QPR related. Sorry.

FB will still be the head honcho. Ecclestone has his shares in name only and by his own admission, doesn't give much a of cursory glance to football. BE trusts FB to run things.
FB will revel in the PL next year. Be far more suited to his persona than the grim grind of the Championship. Wall to wall global media and partners are back. He loves it.
Well I thought it was at first (my brother trying to wind me up) but other totally unconnected people have also mentioned the same thing in the light of yesterday's stuff. And I did say 'apparently' but of course there could be many reasons, such as two very rich men having a day out together or Mittal having a semi-public dig at our majority shareholder.
I doubt very much he'd be interested in Fulham... with their debt to MAF, they'd cost way, way more than Ecclestone's supposed 100 million asking price, plus they have nowhere to go with their ground.
No chance of even the most hostile of take overs; if Bernie doesn't want to sell, then nothing can make him. Even holding a gun to his head probably wouldn't work (allegedly that's been tried before at QPR...).
Of course, the only way to really make this happen is for supporters to play the long game. Refuse to buy STs at those prices and then see what happens. If they get ZERO sales, they might think again. They believe that our fan base are mug enough to pay whatever it takes and I fully agree with then - most will moan and groan, but then pay up.

That's pretty much how I see it. Ecclestone has already mentioned (I think) that any sale of his shares would require FB's nod. And anyone who has read Tom Bowers book on BE will realise that the little man, whose prime motivation is usually all about the 'deal' is incredibly loyal to FB and will dig in his not inconsiderable heels to support his mate
