      At an Independent Regulatory Commission today (Saturday, 7 May) two charges were found proven against Queens Park Rangers FC, who were fined £875,000.

      In total seven charges were heard in relation to player Alejandro Faurlin concerning the existence of an agreement between the Club and a third party in respect of the player’s economic rights, and the failure by the Club to notify The FA of that agreement before the player was registered to play in England in July 2009.

      The Club were found to have been in breach of FA Rule E3, and to have also been in breach of FA Football Agents Regulations, A1.

      The Commission found that in respect of the breach of FA Rule E3 the Club be fined £800,000. In respect of the breach of FA Football Agents Regulations, A1, the Club be fined a further £75,000.

      In addition the Club was warned as to its future conduct with particular regard as to regulatory compliance.

      The Commission also ordered the Club to pay a contribution of 50% of the costs of the Regulatory Commission.

      A further five charges against the Club and one charge against Mr Gianni Paladini were found not proven

              It is a general conduct charge. IRC found the Club as charged for bringing the game into disrepute

                by doing what..this is what needs to be told to the fans..what did they actually do that brought the game into disrepute?

                  Hi guys, long time lurker, 1st time poster.

                  Firstly what a week this has been, been riding the rollercoaster, from the lows at the begining of the week, to the ultimate high of today

                  I had also wondered what rule E3 was... the FA rule book list it as :-

                  " General Behaviour
                  3 (1) A Participant shall at all times act in the best interests of the game and shall not act in any manner which is improper or brings the game into disrepute or use any one, or a combination of, violent conduct, serious foul play, threatening, abusive, indecent or insulting words or behaviour.

                  (2) In the event of any breach of Rule E 3(1) including a reference to any one or more of a person’s ethnic origin, colour, race, nationality, faith, gender, sexual orientation or disability (an “aggravating factor”), a Regulatory Commission shall consider the imposition of an increased sanction, taking into account the following entry points:

                  For a first offence, a sanction that is double that which the Regulatory Commission would have applied had the aggravating factor not been present.

                  For a second offence, a sanction that is treble that which the Regulatory
                  Commission would have applied had the aggravating factor not been present.

                  Any further such offence(s) shall give rise to consideration of a permanent
                  suspension.
                  These entry points are intended to guide the Regulatory Commission and are not mandatory.
                  The Regulatory Commission shall have the discretion to impose a sanction greater or less than the entry point, according to the aggravating or mitigating factors present in each case.


                  So my understanding is we have been found guilty of bringing the game into disrepute???

                  Anybody got a better explanation?

                      I think it's basically for lying and inflating the transfer fee! But teams do this all the time!

                      More likely it's the only charge they could bring so we didn't get away totally free and make the FA look even more stupid than they already do!

                        At £800K it was something significant but you will not be told. You then compare that with the fine of £75K for the using or the attempted using of an unauthorised agent which I again said at the onset we would be done for and at the onset that this would be a stiff fin . The difference in the two tells you something.

                        The dealings of the IRC and the club are a private matter in this regard. The club is a private company and has no requirement to be transparent in its dealings, it is therefore a board matter only. If you want my starter for 10, then the only viable route is for the few that still have a share in the limited company to write to the board as shareholders or to have answers to the question at the company AGM. I wish them well.

                            At least with the fine and legal fees it does bring the faurlin deal 2b "worth" nearer the famous 3.5m....
