Apologies if it's been brought up already, but there is an article on the bbc sport website which has some interesting points:

It seems he claims also to have a source at the FA who has told him something similar to the sun piece.

But reading through the comments someone brought up an issue which maybe some of the legal experts on this forum may wish to comment on. I quote:

If QPR (and others before them) broke the FA's rules, then the FA should be entitled to fine them, subject of course to the club's right to appeal through the courts if the fines are arbitrary or unreasonable, but the points system is surely a matter for the FL and not the FA.

I fully admit to not knowing all about the FA/FL setup, so feel free to shoot this down.
