Because you'd never get a local authority to agree to licensing an area of the stadium to a larger capacity than it was designed for and for what it says on your safety licence. It's not just the physical space in the area where you remove the seats, it's the entry points, exit points, location of crush barriers, access to First Aid etc...when you are looking at potentially increasing the number of people in any one area by 50%.

We'd just about get away with Paddocks being easily converted back - aside from the new wheelchair areas, I think they were just a "bolt on" - the other areas were all built specifically for seating so would need extensive strenghtening to accommodate any more spectators.

Surly the paddock and Lower loft, Lower school end were never intended for seating,, mearly converted to seats, ie poor veiwing cos the angle of the terrace was designed for standing and is too flat.
      They seek him here.................

paddocks and lower loft and lower school could return to terraces, as they were
this would give us 25000 and a good capacity.
areas could have added "barriers" which could be covered in a foam ??and designed to take the weight and then slowly move back....to prevent collapse??
also say if lower loft held 4000, reduce to 3500 season ticket holders only.
german clubs easily manage safe terrace areas, seats are designed to fold down and be secured down.

Lower Loft and Lower School end were razed to the ground and rebuilt specifically to house seating. I think for the last couple of games of the 93/94 season we all had to stand in one corner of the Loft and the paddocks as it was demolished.

They could probably sell terrace tickets at a premium. Being 6'2 I'd much rather stand than have my legs crushed by the seats in front.
