The different charge reports

After reading the many versions of news paper reports over the past week, this one from the evening standard says that we were given an opportunity to put this transfer legit last September.
If that report is true, to my mind the charge could not have been that serious for the FA to say put it right or else.
They would have charged us there and then if it was a serious breech of the rules.
