FIFA Licenced agent doesn't automatically mean he is an FA licenced agent. Those rules changed in 2008 IIRC but does throw some ambiguity around it all.

A FIFA licenced agent has to apply to have accreditation to work here. Some are granted some are not. If this chap is Bale's agent. He will definitely have his FA licence and appear on the register

Hope it's not as bad as it sounded last night. But they haven't charged us for nothing. Surely the FA would know of this agent, and that he was used as part of the transfer?
All seems a little too convenient and simple, and very schoolboyish from the FA if true.
