Firstly - the players and manager. It's not their fault and it's their careers and livelihoods are potentially seriously affected.
Secondly the fans - Sports clubs are not like other businesses. They are people's lives, dreams, hobbies, social networks - all manner of things. Points deductions for the whole club or heavy fines that risk their financial footing end up penalising the fans to whom the club means so much. So, effectively, the customers are penalised.
The problem I guess is whether he result of the dealings are deemed to give the club an unfair advantage against competitors. It's hard to really prove.
I agree the club should be fined to a degree- but the culpable individuals should also be fined and banned from the sport.
