I mean if we go up are we allowed Hoops (all the way around the kit) or do we have to have a solid colour on the back of the jersey for the numbers?

FIFA and UEFA require it in their competitions, but it's not a rule in the Premiership yet.
A couple of years back teams like Newcastle, Blackburn and Celtic had a special Euro home shirt with the numbers on a one coloured background.
Last season the fake hoops used a shirt with their vertical stripes on the back for non-televised games and a set with a blue back for the televised ones.
