That is complete and utter ****. There's no way that Abramovich would lead.
Here's a few reasons:
1) A losing business (ie Chelsea) helps Abramovich pay off the UK taxman- and he's already paying pretty much ****-all thanks to being a non-dom
2) Abramovich and Zenith St Petersburg? Why bother with a tiny club?
3) Abramovich's major reason for not going mad on spending (I suspect) is the fact that he's built a team that's very capable of winning a title (without Ramires there, who's shite) and he doesn't feel like paying the inflated prices (the irony since he helped escalate them in the first place).
4) I don't know how much Chelsea's actually in debt. It's a private company that doesn't have to declare its losses/gains. Hasn't Abramovich paid off the debt left by the old guard?
If Abramovich does leave, then I'll cry with joy. And then worry about us going the same way.
