Since they only got bought in August 2008 what your statement amounts to is "LOL they didn't win anything last season." (Last season being the only full season they've had as moneybags.)
No need to spend. Just make a wish that we imitate Blackpool
i think teams do need to spend. perhaps not as much as the chelseas and man citys of the world but money does need to be spent to bring in good players.

since 2006 our saviour has signed pony players on 4 year deals or cast offs on silly money,we have priced out fans been promised champions league football etc etc......what we won since 2006?????????????????......
In fact without money you are gaurunteed not to be successful now.
Who are the most successful clubs in the leagues? The richest. It's been that way, and increasingly so for years. Man U. Real Madrid. Barcelona, Bayern Munich, Rangers and Celtic (in their league) etc etc etc ......you need me to go on?
Look at Chelsea. They have proven that history and fanbase mean nothing. Money = trophies.
Laughing at Man City is premature - they will have won a number of major honours within the next 5 years. They may even be the top club in the UK.
