The "big" teams treat these games as one stage up from a friendly knowing they are hardly likely to be humiliated and bring on a load of fringe players who wouldn't generally bother their first team when the game is won.
And the minnows just get humiliated every four years and are lucky to see a point throughout their campaign. Not sure how proud a team of goat herders can feel getting thumped every time they play against a top nation's B Team.
Far better to bung all the minnows together for a pre-qualifying group where at least they might actually win a couple of games and give pride to their nation. If they are good enough they would have qualified through that and EARNED the right to play the bigger teams so will get their chance then. At least it would give them something to aim for. IMO.
Works for the F.A. Cup, doesn't it? No one complains about that. How many qualifying rounds does that have before the big boys come in?
