Apologises if this has already been asked and apologises for my lack of intelligence on this matter but when you own shares do you own shares in the Football Club or the Holdings Company? Who owns what? What are they?

The structure is:
QPR Holdings, which is owned by various shareholders e.g. FB, Mittals BE etc.
This Company (QPR Holdings) owns 100% a subsidiary company 'The Queens Park Rangers Football Club Limited'
So, by virtue of ownership of the holding company, you have total ownership / control of its subsidiaries. Also, to directly answer your question, the shares that have supposedly been disposed / acquired are in the holding company.
Changing the subject slightly, I've searched Companies House today and confirm that no share restructuring has been notified (but this only legally has to be done once a year). So there's no way we can find out what the shareholding %ages are at present, other than the rather flaky wording in the Offish statement.

Chances are that Briatore could have 20% shares but also could have just 5%.
Re: Shares, my educated guess would be that the Mittals have taken control and will start to build properly for the future, knowing that they now have control. I would imagine that they have been reticent about lumping sums of money into the 'project' whilst the Orange Donut was playing at being a manager.
