They count all season ticket holders whether they turn up or not.
To get the attendance figure its season ticket holders + single ticket purchases + away fans.
Back in the day I could understand underestimated attendances and pocketing cash purchases. But Im not sure why they would overestimate attendances - unless its a naughty FFP income boost wheeze....?

I saw that figure in I newspaper and thought it was ridiculous. We don't have STs in school end but there must've been at least 1500 empty seats in that stand. That would mean the club sold virtually every single available non-ST seat in the remaining 3 stands to get a crowd of 17K, or put another way: every empty seat in the home stands was an absent ST holder. Cobblers!
It's called an "attendance" for a reason - counting ST holders who have given the game a swerve (probably due to fact the club are a shambles and an embarrassment at LR) is pretty ropey irrespective or not that some other clubs do the same thing.
Fact is, if say Fulham did this we'd be pouring scorn, derision and pity on them. Call it what it is..... If the attendance is 12K then report it as 12K.

ST holders sitting by me didn't turn up , they live in Kent , Croydon and Brighton .
One of my kids has ST he only went to one home game last season and one this season he lives in Berkshire .
I know a few more that pic and choose as they have STs and don't live local .
If u finish at 5 and live in Kent do u really want to sit in traffic , then get home in the early hours then get up for work at 6 am .

my row in E block all with named seats was empty bar 1 or 2 - i put on the match thread 5 mins before KO the ground was pretty empty no way did 10K suddenly come in in 5 mins - there was no way there was 16k+ there last night. Lower school end 2/3rd empty - big gaps in the Loft too.
