Actually do promotion PROPERLY as opposed to the PROPER way Briatore tried to achieve it. This means:
Get a proper scouting system in place. This does not mean trying to sign someone who plays well against us once; it means appointing a Chief Scout and letting him recruit a team who actually go looking for players over a significant period judging their ability.
Re-achieve Academy Status for the Youth Team by investing in the facilities.
Seek out the best / most successful Academy Directors and leave them to develop youth properly.
Departmentalise the club - put Finance experts in finance (who understand income must be equal to or greater than expenditure), marketing experts in Marketing and, most importantly football managers / management experts in charge of all team affairs. Give them a budget to operate to and work with them to recruit players within that budget.
Remove all traces of Flabio Briatore and Gianni Paladin from anywhere near the football side of the club. If Gianni has to have a role, let him do meeting and greeting and nothing else. The man clearly can't add up and knows nothing about building a balanced footballing side.
Advise the new manager that funds for loans will only be provided if: i. a significantly better player becomes available with a view to a permanent signing; ii. short term cover is required due to injuries. No more than two season long loans and two short term ones at any one time.
STOP THE LEAKS COMING OUT FROM THE CLUB IN NO UNCERTAIN TERMS. Monitor messageboards and work out where your leaks are coming from; plug them. Leaks of good and bad news are equally damaging to the club. When do you ever hear of players Wenger or Ferguson are signing? Very late on in my experience and they receive 1,000 times the media coverage we do. It is unprofessional at best and destructive at worst both within the club and within the fan base.
Make an announcement acknowledging that mistakes have been made and that the board is fully committed to learning from those mistakes. These include:
i. a lack of dialogue with the fanbase - regular forums will commence, but only when the fanbase has nominated three fans to represent their needs. These fans can be taken from any group, but must be elected by a poll of those fans on the current club database. They are also accountable for providing the link to the fans, probably via the internet. They will also be accountable and subject to re-election every season.
ii. Season Ticket sales - acknowledge that the pricing structure that put STs in the top ten expensive STs in the country is wholy inappropriate for a club of QPRs stature, position and performance. Reduce those prices by 10%, at least. Also reduce walk up prices, but provide a significant saving (say 7 matches free over a season) to the ST; in short reward the die hards that find money and time to have a ST year in year out.
iii. reduce the gap between the playing staff and the fans - arrange periodic (every two months?) open evenings where playing staff are required to be present to meet the young fans in some social way. Do not tolerate bad attitude players who think this type of thing is not in their contract. In fact, put it in their bloody contract!
AND finally and most importantly, appoint a manager, give him a budget, outline a programme of targets for him and let him get on with it. DO NOT react to a run of three bad results; give him time and have faith in your appointment. LEAVE HIM WELL ALONE TO DO HIS JOB. That means no mandating a formation, no signing of 'boutique' players (unless he wants them) and certainly no interference with anything. You can have your opinion, but if he asks that you butt out, you butt out.
Other than that, work to unite the fans - even if it is bad news, my experience tells me that we work better if we know we are facing tough times; the divisions only ever happen when no official news comes out and we are left to second guess. That has to stop.
In short, welcome, thanks for the moment, do the right thing and we will love you; even if you fail, but carry on talking us through why you are making the relevant decisions, you'll be cut some slack. We may, just may win another game at some point if this happens...

All I want or expect, is what Briatore promised in his original interviews i.e clear the debts and build up from the bottom. Build a side that can win promotion and stay/challenge in the Prem League.
That means wipe off the ABC loan not refinance it so that QPR pays some other company 800k per annum in interest.
As said, put in place a proper scouting network, invest in the youth set up.
I would expect Bhatia/Mittals to appoint people who know about football in England to the Board and senior positions. Not necessarily these ones, but people like Venables/G.Francis/Curbishley/Coppell, these will help the owners learn about the game here and would get results.
I would expect a proper transfer budget if trying to win promotion a bit like Forest's.
I would also like to see plans for a new stadium, QPR wont survive in the Prem League (if they ever get there) with an old, cramped stadium like Loftus Road and an 18,000 capacity.
Part of Portsmouth's problems are down to the timy Fratton Park stadium. If they had a bigger stadium, they would have a bigger income and less debts. How many of their fans went to the FA Cup S/F and Final? Not all of them, but many would have gone to watch them if they had a new bigger stadium.
If QPR stay at LR and go up, they will just become another Porstmouth.
Better communications with fans, more respect to fans and affordable prices would also be most welcome.
