Simple. Because it is not their job to be honest. It is to win football matches.
No more than it is the job of financial bigshots to tell the truth. If they tell the truth then confidence in the economy can be jeaopordised - hence meaning they have failed in their job.
If the manager believes the best way to win is to praise the team, even when they are not that good, then he is doing his job as he sees fit.
Honesty is not on the Job Description.
