If the board want the club to progress they are going completely the wrong way about it.
Personally if i was in charge, a top class manager would be installed (highly unlikely now though as this would ruin their reputation when they get sacked after one loss).
They would be left to their own devices and given a good sum of money to spend on proven players in the division or lower premier league players, not the cheap options from abroad who end up costing more in the long run.
The club is going to spend more money in the long run if they continue the way they currently are, which for tight owners is not what they want.
Football is all about money these days (unfortunately) , take notts forest for example flying high in the league after spending in the summer.
1 equation for the board that might help : MONEY = SUCCESS, now get your fat wallets out and spend, why invest into something if you dont wish to enchance it?
