What is a proven DOF ?

Someone who presides over a set up that puts decent form in the book. Our form with Les as DoF has been pretty dire. Plus, Les has been involved in highly questionable managerial appointments.

It isn't all Les's fault, his own appointment was highly questionable because he had no previous experience as a DoF at all. Nuts.
