Aside from players who are clearly A1 (Toure, Silva, De Bruyne, Otamendi, Aguero) they've signed a lot of fraff... Fernando, Mangala, Milner, Navas, Bony, Clichy, Nasri were all overpriced and/or failed to deliver... Same for Wenger & Ferguson, they're very hit and miss...
