Assuming the £5m is available for transfer fees and not agent/signing/wages etc.,
Ben Watson £2m would be my 1st purchase. The reason should be obvious, but because he has the ability to control the game and pitch in with goals is a big reason. He has leadership qualities and is young enough to keep learning and improving his game.
Gary Hooper for £1.5m as he's proving he's able to get goals in this league and is another who is very young with plenty of time to improve.
Jermaine Beckford for the remaining £1.5m if he's willing to leave as we'll be able to get him for this bargain price due to the lack of time remaining on his contract. He's a very able striker and someone who I feel would be even better with a better calibre of player around him.
These are players I would like to own for good. We can re-loan Heaton and a left back too until the end of the season.Your mum would love me...

I'd sign Watson permanently as well as one of the following 3 - Jermaine Beckford, Simeon Jackson or Gary Hooper. We would also need a reserve keeper and a left back. Perhaps there might be 500k - 1m left in the coffers, failing that would need to look at loans!

1.Watson for £2-2.5M for his obvious quality at this level
2.Hooper for £1-1.5M + Mahon & Agyemang (if they will take either or both to reduce the cash)
3. Kris Boyd will be able to sign for any 'foreign club' on a pre-contract deal for free in Jan, so QPR might be able to tempt Rangers with a £1.2-1.5M deal now.
QPR need two strikers because HH is likley to stay at Watford and Agyemang is not wanted by Magilton. Also it seems that due to his lack of games, Pellicori is not really working out.
4. Nicky Shorey or Armand Traore on a loan deal to replace Borrowdale who is reasonable as cover, but not really a 1st team player for a side aiming to go up.
