I'd keep Caulker and Onuoha if they are willing to stay as a CB pairing. I haven't seen enough of the young players tbh, but Furlong & Robinson as full backs could make it a useful back 4.
Henry for a DM role and Phillips for the right wing and Yun for the left. A creative midfielder needs to be signed either permanently or on a season long loan.
I would then use some of the transfer kitty to sign 2 strikers capable of scoring the goals to mount a challenge for promotion. Bamford could be 1 option.
There will be quite a few players available on frees from the UK and abroad that will be worth looking into signing.
Dunne could be offered a new 1 year deal along with Henry and possibly Faurlin and Barton on a much reduced salary.
I doubt if he would stay, but Taarabt could be a very important player for the team.

And 20% of any sell on fee !
Quite an outstanding deal if the article is to be believed, we could have made £25m on him by next August !
Of course, considering Sterlings achievements at Liverpool, I've read no evidence of us getting a penny so far ! I doubt the appearance clause stated over 100 appearances (he must be getting close) or the International clause state anything he hasn't already achieved.
Oh yeah, and when did we start believing Paladini ?
