Could it be his way of getting more money for his land?
When Leicester City were looking to move away from Filbert Street, we had a couple of false starts before we built the new stadium, and that was one of the causes of our financial problems - only one, mind you: spending shedloads of money on lousy players didn't help.
It's a really difficult call for your board, although it's easy to see the longer-term attraction of a new stadium reasonably close to the existing one. And presumably the Loftus Road site would be worth a shedload of money?

Better players are after one thing, and one thing only, and that is big wages. A bigger stadium gives us the means to pay bigger wages while staying financially secure, which will attract better players more able to do what you say above.Top Scorers 2018/2019
