If he is joining it won't be until March 2015 when they become an MLS team. They are currently in the third division (USL pro). The USL Pro team will move to Kentucky at the end of the 2014 season. Some of the players from the USL Pro team will be retained by the MLS team. There are rumours that Kaka will be coming to play for the MLS team in March 2015, so it is possible that Cesar will join but not until March.
