I think the Club are waiting to see if anybody is actually interested in Cesar. We have two goalkeepers, but only one is going to play regularly. Green's contract has finished and Cesar's is set to run another two years. The Club does not wish to continue paying for two potentially no 1 goalkeepers.
All goalkeepers have bad games. Look at Green's against Swansea in his first match which is why the panic and we got Cesar in.
Normally Green would probably leave and Cesar would come in as the first goalkeeper. This is from the business point of view. Cesar doesn't have to leave so we are probably stuck with him, and we are not obliged to keep Green.
This is the problem which is hardly a crisis of goalkeepers.
The solution to me seems simple. We keep either Green or Cesar. Since Green is out of contract, we will probably keep Cesar. We bring in a young goalkeeper from a lower division with potential, who can play if the main goalkeeper is injured and can be trained to be our next number one goalkeeper.

What about the team spirit and the players that get us up bla bla bla? We have already released quite a lot of players, most of them on loans, however some where important to our cause. Green was one of them. Yet, no new players joining in the meantime!
I would rather keep Green and get shot of Cesar but if Green is unaffordable to us then im more then happy with Cesar who we have been told is not on 90k and who were going to have to pay anyway unless someone takes him off our hands. We cant always get what we want

Hes not as good as some make out but he is equally not as bad. We would have as much chance of going down with him in goal as we would with Green or any other keeper who is going to be in goal with a side who is going to be bottom end of the table
Just as some have been blinded by Adel's wonder season in the championship think some have become star struck by Greens efforts last season (again in the Championship) and forgot some of his glaring errors last time in the top flight at home to WBA just one example
As said before given choice would have Green as number one but if he don't want to sign taking a wage drop ta da Cesar is equally capable of doing the job Green would

Cesar has had his best days 5-6 years ago and he is not a PL standard goalkeeper any more.
