Who decides if the roof is to be shut and when do we find out?
if i'm correct Wembley doesn't have a fully closing roof unlike the millenium in cardiff something they neglected to do when the spent the £800M on it was put a fully closing and retractable roof.
Hence the term the Wally with the brolly i.e. McClaren when England manager

'You still get wet if the roof is 'closed' if sitting in the level 01 areas as rain travels with the wind; bring your brolly (!) if you're lucky enough to be seated pitch side'
