We've seen the cricket IPL take off with star players around the world taking part, but can the same happen with football?

I don't see how this can work when players already have contracts with current clubs?

It could be played in the summer but unlike cricket the pay the indian football authorities could offer would only at max be comparable to what these players already earn

I think it is more to raise the football standards in India rather then take it to a different level as was the case with Cricket.
Also there is plenty of money in cricket and not so in football but with Real Madrid as one of the co-owners it will surely help the current standards of football.
