Well, we have to tempt someone to come to us.

Doubt it's about tempting someone, more like waiting for a chain of moves to occur for players to become available. It's a bad month to do business what with over inflated prices and players holding out for a slightly better move. There are some disparate Premiership clubs who will become more desperate as we get closer to the end of the window. Players want to be playing in the Premiership and with the likes of West Ham & Palace (as two prime examples who both need strikers), players will be hoping they come knocking ahead of us. It'll probably take a few deals to happen to make someone become available who is of interest. Harry will only want someone proven and won't want a gamble eg Like Wells. Harry just won't take someone from the lower league with the hope they turn out to be a gem. Worse case and not in an ideal world, we'll still have access to the loan market come the 1st of Feb as a fall back.

Ok, Ok. I agree it´s very difficult to tempt a PL. player to play in the Championships even on loan..
