good call Dave...there are ways a stadium can be expanded/retracted without actually having to that much work.build the stadium in two tiers,say15-20 on each tier..then section/curtain off the top tier when needed
you can also make sure the seats have plenty of width/then when expansion is required,move seats closer together to get more seats in(this was the thinking behind Wembleys seats having so much room in between,it was estimated that by moving the seats closer together on the bottom tier,and increase of 8k could be reached
Brighton is another good example of how extra seats can be easily introduced
The other alternative is what some NFL stadiums do(Dallas Cowboys)have one end with relatively few rows with an empty space behind(a glass screen could be placed behind this)and when needed,temp seats are erected when needed(this was done at the Superbowl)the level of the roof is the same all the way round
