We need to follow the Monaco transfer policy, albeit at a much smaller scale. Look at the players they have signed:

James Rodriguez - 21 years old
Joao Moutinho - 26 years old
Radamel Falcao - 27 years old
Ricardo Carvalho - 35 years old

they also want to sign - Eric Abidal - 33 years old, Fabio Coentrao - 25 years old, Victor Valdes - 31 years old, Nicolas Isimat-Mirin - 21 years old

We may complain about signing people above their peaks, but we need to do it in order to boost confidence and experience in dealing with pressure that young players at the club can't deal with alone. We attack Mark Hughes everyday about his failures, but we also need to remember that had he not taken the risk of signing Cisse at the age of thirty, we would have been down last season. He also signed Nelsen, a 35 year old we all initially were annoyed by the signing of but ended up being our best player in the time he was here.
We need to have a talented experienced player in each sector of the field (cb's, fb's, wingers, centre midfielders, strikers) in order to train the younger players in those positions and in order to help with leadership and composure that most of the younger players lack.
At the moment, those players come in the form of: Green, Hill and Derry. I think that we need a few more at the club who aren't on ridiculous wages in order to balance the potential youth intake. That is the Monaco transfer policy.

Think it should be more about their character than age at times when looking at signings.

The right character mixed with a bit of talent over most of what we signed last summer.

I agree with you, but I think certain things come with age that you can't get just by having the right character like experience. Obviously there are cases where someone has had a huge amount of experience at a young age (Pedro, Beckham, Rooney, Owen...) but in most cases, a bit of experience will go a long way to helping improve as a club
