He really should not have said that his squad lacks quality.

You aren't taking into account their massive wages which drastically reduces their transfer value - indeed, in many cases turns them into a liability rather than an asset. Just because fans don't think about the wages in the headline transfer fee it is every bit as important to the club as its all money out of its coffers.
